The Political Uses of Governance
The term of governance and the way it has been used by European institutions have elicited much interest in the academic world. However, the notion and its uses have often been studied only in terms of intellectual development or network analysis. Such researches leave us in the dark on a key question. What meaning does this concept actually hold to the actors involved? To what degree do they have a shared definition of the term? Does “European governance” work as a self-fulfilling prophecy, structuring the space of the EU and the practices of its actors?
European Civil Service in (Times of) Crisis
This book, part of the new wave of political sociology in EU studies, examines the dialectics of construction/deconstruction of the European civil service through a succession of empirically grounded case studies. Breaking with the usual representations of ‘Eurocrats’, it sheds light on a hidden aspect of the current European crisis: a crisis of social reproduction which affects the European civil service in a heavy context of management reforms, enlargements, institutional changes and the euro crisis. This in turn has a number of consequences in terms of internal tensions, power, and more broadly, the capacity of EU institutions to create convergence between diverging national and economic interests, and to embody a European future. The life-worlds and personal experiences of workers and employees in three enterprises in East Berlin at the moment of political and economic upheaval stand at the centre of the book. It sets out in 1989 at the moment of the fall of the Berlin Wall witnessing the confrontations with the market economy and examining the reinterpretations of the socialist past as the political and economic changes take place. Disenchantment with Market Economics captures a unique moment in history and unveils myths and promises of liberal market economy from the perspective of those who lived through the break down of the planned economy at their workplaces in East Berlin. While Western managers regarded the expansion of their businesses towards Eastern Europe as a civilising mission, the East German employees reacted with complex strategies of individual adaptation and resistance.
