Este estudo tem como objetivo principal a compreensão do fenómeno dos imigrantes sem-abrigo na sociedade portuguesa. Para além deste objetivo mais abrangente são enunciados vários objetivos específicos, nomeadamente: o esboço de um perfil de imigrantes sem-abrigo; a identificação dos principais padrões do fenómeno, baseados em origem étnica e/ou nacionalidade, condição legal, nível de instrução, condição face ao trabalho, região do país; a delineação dos ideais-tipo de percurso de vida até à condição de sem-abrigo; bem como a apreciação das políticas e do papel da sociedade civil (ONG - organizações não governamentais, associações de imigrantes, instituições religiosas, etc.) na resposta ao fenómeno.

Respostas de contenção da COVID-19 foram implementadas mundialmente. Medidas tiveram de ter em consideração o aspecto social. Para contornar as nuances, foram executadas políticas públicas específicas para a população em situação de sem-abrigo durante a pandemia. Lisboa, que se destaca pelas boas práticas da Estratégia Nacional para a Integração de Pessoas em Situação de Sem-abrigo, sob a diretriz do Housing First, adotou nesse contexto o acolhimento em centros emergenciais. Frente a esse panorama, o estudo, para obtenção de grau de doutorado, teve como objetivo identificar as alterações oriundas da implementação desses centros enquanto pacote de medidas de prevenção e não transmissão da COVID-19 para proteção da população em situação de sem-abrigo em Lisboa, partindo-se da pergunta: quais foram os efeitos resultantes dos centros emergenciais implementados? Resultados colhidos demonstram que a concentração de medidas, como a priorização de respostas definitivas e a intensificação de iniciativas prioritárias sócio-econômica-habitacionais, teve efeitos positivos diretos na vida da população em situação de sem-abrigo.

Since 1943, the lives of Brazilian working people and their employers have been governed by the Consolidation of Labor Laws (CLT). Seen as the end of an exclusively repressive approach, the CLT was long hailed as one of the world's most advanced bodies of social legislation. In Drowning in Laws, John D. French examines the juridical origins of the CLT and the role it played in the cultural and political formation of the Brazilian working class. Focusing on the relatively open political era known as the Populist Republic of 1945 to 1964, French illustrates the glaring contrast between the generosity of the CLT's legal promises and the meager justice meted out in workplaces, government ministries, and labor courts. He argues that the law, from the outset, was more an ideal than a set of enforceable regulations--there was no intention on the part of leaders and bureaucrats to actually practice what was promised, yet workers seized on the CLT's utopian premises while attacking its systemic flaws. In the end, French says, the labor laws became "real" in the workplace only to the extent that workers struggled to turn the imaginary ideal into reality.
