Information Technologies and Economic Development in Latin America provides a collection of rigorous empirical studies that contributes to a better understanding of the role and impact of old and new information technologies on Latin American economic development. It provides evidence using randomized and quasi-experimental designed studies for different information and communication technologies interventions. In evaluating their development impact a critical concern has been to contribute to the little existing evidence. In fact, whereas many ICT projects in the developing world have been promoted by multilateral organizations, bilateral aid agencies and nongovernmental organizations in recent years, the extent to which these interventions and policies actually contribute to the development of the region is unclear. The book provides evidence on what works and what does not.
Privatization for the Public Good?
This book provides a detailed microeconomic analysis of the impact of various privatizations in different countries in the region. Its central message is that in many cases, contrary to popular belief, society as a whole and in particular the poor have benefited from privatization. The book presents a careful analysis of the various mechanisms through which privatization has an impact on welfare, an analysis that by and large has been missing from the debate. Case studies of water sector privatization in Argentina and Colombia, and also the telecom industry in Peru are included.
Measuring Quarterly Economic Growth from Outer Space
This paper presents a novel framework to estimate the elasticity between nighttime lights and quarterly economic activity. The relationship is identified by accounting for varying degrees of measurement errors in nighttime light data across countries. The estimated elasticity is 1.55 for emerging markets and developing economies, ranging from 1.36 to 1.81 across country groups and robust to different model specifications. The paper uses a light-adjusted measure of quarterly economic activity to show that higher levels of development, statistical capacity, and voice and accountability are associated with more precise national accounts data. The elasticity allows quantification of subnational economic impacts. During the COVID-19 pandemic, regions with higher levels of development and population density experienced larger declines in economic activity.
Private Cities
Institutional constraints and weak capacity often hamper the ability of local governments in developing countries to steer urbanization. As a result, there are not enough cities to accommodate an unabated rural-urban migration and many of those that exist are messy, sprawling, and disconnected. The flipside is the emergence of entire cities--more than gated communities or industrial parks--led in whole or in part by private actors. Measuring Districts' Monthly Economic Activity from Outer Space
Evening-hour luminosity observed using satellites is a good proxy for economic activity. The strengths of measuring economic activity using nightlight measurements include that the data capture informal activity, are available in near real-time, are cheap to obtain, and can be used to conduct very spatially granular analysis. This paper presents a measure of monthly economic activity at the district level based on cleaned Visible Infrared Imaging Radiometer Suite nightlight and rural population. The paper demonstrates that this new method can shed light on recent episodes in South Asia: first, the 2015 earthquake in Nepal; second, demonetization in India; and, third, violent conflict outbreaks in Afghanistan.
