O livro explora a arena pública formada ao redor da questão da precariedade habitacional nas cidades de Londres e Rio de Janeiro a partir do acompanhamento de quatro movimentos sociais formados nessas cidades. A análise desenha um panorama da questão da moradia no Brasil e no Reino Unido, formado por distintas experiências sociais relativas ao tema. Com base em uma metodologia que propõe a distinção das dimensões referentes às experiências (integradora, estratégica e cultural), o trabalho explora os limites entre privatividade e publicidade de questões relacionadas à moradia e sugere categorias interpretativas para compreensão dos movimentos sociais de luta por moradia contemporâneos e de suas demandas, que envolvem o acesso individualizado a residências dignas e o direito à cidade. Alguns temas sobressaem no desenrolar da análise, dentre eles a individualização de políticas públicas de moradia, a precariedade que experimentam os indivíduos que passam por ameaças de remoção, a importância de analisar os movimentos sociais de moradia que se organizam nas periferias, e as demandas por reconhecimento espacial que operam.

Moradia é direito humano fundamental. Mesmo assim, o cenário habitacional brasileiro segue intolerável para quem espera pelas 6.355.743 unidades em déficit, em 2015, de um universo de 7.906.000 imóveis vagos. As reflexões deste trabalho se dão em três planos: despejo, ocupação e performatividade. Despejo significa cassar a moradia como base e referencial na cidade e na própria história de vida - o despejo produz a dificuldade agravada, quase inexpugnável, de se reorganizar para retomar a vida cotidiana com dignidade. Entre despejo e ocupação, a natureza de demanda por moradia é peculiar. A moradia é uma demanda de estado permanente, ou de estado de repouso, de modo que todos precisam morar em algum lugar o tempo inteiro e imediatamente. A lógica de fila de espera não atende à natureza dessa demanda. Passando à ocupação, ocupar ou ao direito de ocupar, ocupar aparece como morar e como direito autônomo, por si e que, nesse contexto, tem sentido de ocupar como lutar por moradia digna.
