Enhancing Disaster and Emergency Preparedness, Response, and Recovery Through Evaluation

In a changing world of fad and fashion, the humanitarian impulse is an enduring quality. This impulse was present in the aftermaths of the Rwandan genocide, Hurricane Katrina, the Indian Ocean tsunami, and the January 2010 earthquake in Haiti, The first principle of humanitarian assistance is "do no harm." The second might be, "do better!" Enter the evaluation of emergency and disaster management. The route from donor to affected population in long and varied. When sudden, unprecedented needs are juxtaposed with exceptional levels of charitable responses, the question is whether the responses were good enough. Did supply meet demand? The Humanitarians

The International Committee of the Red Cross (ICRC) coordinates the world's largest private relief system for conflict situations. Its staff operates throughout the world, and in recent years the ICRC has mounted large operations in the Balkans and Somalia. Yet despite its very important role its internal workings are mysterious and often secretive. This book examines the ICRC from its origins in the mid-nineteenth century up to the present day, and provides a comprehensive overview of a unique private organisation, whose governing body remains all-Swiss, but which is recognized in international law as if it were an inter-governmental organization. David Forsythe focuses on the policy making and field work of the ICRC, while not ignoring international humanitarian law. He explores how it exercises its independence, impartiality, and neutrality to try to protect prisoners in Iraq, displaced and starving civilians in Somalia, and families separated by conflict in the Israeli-Palestinian conflict. David Forsythe received the Distinguished Scholar Award for 2007 from the Human Rights Section of the American Political Science Association.

Join field biologist Richard MacDonald on a year-long journey to document the birds of Acadia National Park and Downeast Maine. As you read this book, you'll feel as though you are sitting in Richard's living room as he shares his adventures in an easy-to-read story-telling style. With each bird, he relates finding the species while weaving in fun facts and stories from his 40+ years of study, birding, and travel from Newfoundland to Antarctica. Richard relates his introduction to birds through banding ducks as a ten-year-old. The year is bookended with Black-capped Chickadees on a New Year's Day Schoodic Christmas Bird Count and at the end with Boreal Chickadees. You will go out on research vessels into the Gulf of Maine to look for seabirds, hike the mountains of Acadia to observe Snowy Owls, take a night-time bicycle ride into Great Pond Mountain Wildlands to look for the rare Chuck-will's-widow, and view shorebirds from the cockpit of a sea kayak. Through it all, you feel as though you are right there with him. Although the book is about birds, it is not just for birders. Anyone with an interest in nature should read this book.
