Nuclear, biological and chemical weapons are designed to cause destruction on a vastly greater scale than any conventional weapons, with the potential to kill thousands in a single attack and with effects that may persist in the environment and in our bodies indefinitely. This report by the independent Weapons of Mass Destruction Commission, chaired by Dr Hans Blix, sets out 60 recommendations on how the world community, national governments and civil society should address this global challenge under the following headings: preventing the proliferation of nuclear weapons; preventing nuclear terrorism; reducing the threat and numbers of existing nuclear weapons; moving from regulating nuclear weapons to outlawing them; biological and toxin weapons; chemical weapons; weapons of mass destruction (WMD) delivery means, missile defences and weapons in space; export controls, international assistance and non-governmental actors; compliance, verification, enforcement and the role of the United Nations.

Enforcing European Union Law on Exports of Dual-use Goods
This report identifies and assesses the role that national law enforcement actors and public prosecutors in the EU member states play in helping prevent the proliferation of weapons of mass destruction (WMD) by stopping the illicit trade in dual-use items. In the 1980s and 1990s, some EU member states discovered cases of illegal trade in sensitive items for use in, for example, the Pakistani nuclear weapon programme. The report discusses how these cases were dealt with in these countries, using a case study model. Acknowledging that dual-use goods are subject to the free movement of goods within the EU, the report emphasizes the importance of coordinating customs and licensing standards among the EU member states to prevent abuse of the EU market for 'licence shopping'. It also presents the argument for the coordination of prosecution and penalties for offenders. In order to show the level of coordination that is required, the report provides an overview of both the international, EU and national legal frameworks for control of the export of dual-use goods.

Stable Nuclear Zero
This volume examines the conditions necessary for a stable nuclear-weapons-free world and the implications for nuclear disarmament policy. The Nuclear Non-Proliferation Treaty (NPT) is a road map to nuclear zero, but it is a rudimentary one and it says nothing about the kind of zero to aim for. Preferably, this would be a world where the inhibitions against reversal are strong enough to make it stably non-nuclear. What then are the requirements of stable zero? The literature on nuclear disarmament has paid little attention to this question. By and large, the focus has been on the next steps, and discussions tend to stop where the NPT stops: with the elimination of the weapons. This book seeks to fill a lacuna by examining the requirements of stable zero and their implications for the road map to that goal, starting from the vision to the present day.
