William Swan Plumer (July 26, 1802 – October 22, 1880) was an American clergyman, theologian and author who was recognized as an intellectual leader of the Presbyterian Church in the 1800s. William S. Plumer was born to William and Catharine Plumer (née McAlester) in Greersburg, present day Darlington, Pennsylvania, on July 26, 1802. He graduated from Washington College (now Washington and Lee University in Virginia) in 1825, received his religious education at Princeton Theological Seminary in New Jersey, and was ordained in the Presbyterian Church. He was licensed in the Presbytery of New Brunswick, a Presbytery in New Jersey, as a clergyman in 1826, and the state's Orange Presbytery ordained him as an evangelist in 1827. Plumer was the minister of several churches during his career, most notably: First Presbyterian Church, Richmond, Virginia (1834 –1846); Franklin Street Presbyterian Church, Baltimore, Maryland (1847–1854); Central Presbyterian Church, Allegheny, Pennsylvania (1854–1862); Arch Street Presbyterian Church, Philadelphia, Pennsylvania (1862–1865); and Second Presbyterian Church, Pottsville, Pennsylvania (1865–1867).

Psalms
Although more than six hundred commentators have written on the Psalms, it has long been difficult to find a comprehensive treatment of this book of Scripture in one volume. Some expositions have excelled in scholarship, but, unlike the Psalter, in instructing the mind they have failed to exercise the heart. Dr Plumer's Commentary avoids this defect, the author believing that from the Psalms 'piety has derived more nourishment than from any other source,' and that his work should serve that same purpose. In 1211 pages he gives both exposition and doctrinal and practical remarks and presents in readable form a great wealth of material drawn from all the leading commentators who had gone before him. In the opinion of Dr John Macleod of Edinburgh, he succeeded in producing the best single volume on this book of Scripture.

The Psalms are wonderful. They have been read, repeated, chanted, sung, studied, wept over, rejoiced in, expounded, loved and praised by God's people for thousands of years. The most ancient of these productions is now [1866] three thousand three hundred and twenty-six years old. The least ancient of them is two thousand four hundred and fifty-three years old. The difference in date between the most ancient and the most modern of them is eight hundred and seventy-three years. They were all written in Asia, so that we in this Western world can have no national pride respecting them. Yet pious people here and all over the earth have found and can find no compositions more suitable for delineating their devout emotions, and for expressing their pious sensibilities than those of inspired Psalmists. If to any man these songs are unsavory, the reason is found in the blindness and depravity of the human heart. Hengstenberg: "The Psalms are expressions of holy feeling, which can be understood by those only, who have become alive to such feeling."
