Promoting Environmental Sustainability in Development

OED's evaluation has been timed to inform the preparation of the new Environment Strategy Paper. The evaluation is based on the synthesis of self-evaluation assessments, case studies of selected countries, background reviews of selected areas, surveys and interviews of Bank staff, and consultations with stakeholders in four regions. An Advisory Panel reviewed drafts and served as a sounding board for the recommendations. A concluding Workshop on the Bank's Environment Strategy and OED's Environment Review provided an opportunity for participants to comment on the Review findings and on the draft Environment Strategy, and to discuss next steps in implementation. In addition to OED's Review, we are pleased to share with you the report of OED's Advisory Panel, and the Facilitator's Summary of the concluding workshop.

Advancing Sustainable Development

This book is the first systematic analysis of Russia's poverty and living standards since the country's independence. Its primary goal is to quantify the nature and extent of changes in the welfare of Russians during the course of transition and beyond. Part 1 establishes the economic and methodological framework within which poverty in the Russian Federation is studied. Part 2 comprises a series of chapters that analyze poverty profiles and trends, ranging across monetary and non-monetary indicators. Part 3 addresses selected critical aspects of the system of social support in the impact of public transfers, the extent of private interhousehold transfers, and public opinion about social problems.

This critique of World Bank operations examines the effects of this organization on the societies in which it operates. Highly critical of the Bank's practices in its 50 years of operation, the author demonstrates how the Bank has become virtually unaccountable and a law unto itself. He describes how the Bank has supported oppressive regimes and loaned money to support large projects which have displaced local populations. He argues further that the Bank's current policies of structural adjustment are arresting the development of Third World countries.

The World Bank and the Environment

This publication contains the annual review for fiscal 1996 (July 1995-June 1996) and a 10-year accounting of the project portfolio in a project matrix (Appendix). The annual review portion of the publication is divided into four sections:an overview, a series of regional review, a set of reviews on a spectrum of environmental and social issues, and a brief scan of relevant publications. The environmental and social issues discussed include:biodiversity conservation; fostering global warming solutions through energy efficiency, demand side management and renewable technologies; linking physical environmental effects to economic impacts; legal aspects of environmental management; building strategic alliance to avoid duplicating efforts in environmental work; Bank's work on pollution management and technology policy; engaging private sector into environmental investments; enhancing participatory approaches in decisionmaking; and freshwater, coastal and marine resource management. In addition, a new column called Reflection sets the context for the Bank's work in the larger global agenda drawn up in Rio's Agenda 21 in 1992.

The Impact of Environmental Assessment

China is in the throes of two transitions: from a command economy to a market-based one and from a rural, agricultural society to an urban, industrial one. So far, both transitions have been spectacularly successful. China is the fastest-growing economy in the world, with per capita incomes more than quadrupling since 1978, achieving in two generations what took other countries centuries. Although swift growth and structural change have resolved many problems, they also have created new challenges: employment insecurity, growing inequality, stubborn poverty, mounting environmental pressures, rising costs of food self-sufficiency, and periods of macroeconomic instability stemming from incompl...

Sustaining Forests

The World Bank's Forests Strategy, adopted in October 2002, charts a path for the Bank's proactive engagement in the sector to help attain the goal of poverty reduction without jeopardizing the environmental values intrinsic to sustainability. This strategy replaces the Bank's 1991 Forestry Strategy, and was developed on the basis of the findings of an independent review of the 1991 strategy and a two-year consultative process with development partners and stakeholders around the world. The revised strategy, Sustaining Forests, is built on three guiding pillars: harnessing the potential of forests to reduce poverty, integrating forests into sustainable economic development, and protecting gl...
