¿Es posible una reforma tributaria en el Perú? Este libro explora este interrogante a través de un análisis de economía política. Los autores señalan que la gestión de intereses atomizados en el Congreso y la debilidad institucional nos condenan a una presión tributaria baja, que descansa sobre dos pilares producto de la inercia: recaudar entre las grandes empresas y los impuestos indirectos. Las reformas para cambiar esta situación terminan trabajando “en los márgenes” de la política, obteniendo pequeños avances que, sin embargo, no permiten igualar la recaudación de otros países de la región.
