Legal Imperialism examines the important role of nineteenth-century Western extraterritorial courts in non-Western states. These courts, created as a separate legal system for Western expatriates living in Asian and Islamic coutries, developed from the British imperial model, which was founded on ideals of legal positivism. Based on a cross-cultural comparison of the emergence, function, and abolition of these court systems in Japan, the Ottoman Empire, and China, Turan Kayaoglu elaborates a theory of extraterritoriality, comparing the nineteenth-century British example with the post-World War II American legal imperialism. He also provides an explanation for the end of imperial extraterritoriality, arguing that the Western decision to abolish their separate legal systems stemmed from changes in non-Western territories, including Meiji legal reforms, Republican Turkey's legal transformation under Ataturk, and the Guomindang's legal reorganization in China. Ultimately, his research provides an innovative basis for understanding the assertion of legal authority by Western powers on foreign soil and the influence of such assertion on ideas about sovereignty.

It has become commonplace to observe the growing pervasiveness and impact of Non-Governmental Organizations (NGOs). And yet the three central approaches in International Relations (IR) theory, Liberalism, Realism and Constructivism, overlook or ignore the importance of NGOs, both theoretically and politically. Offering a timely reappraisal of NGOs, and a parallel reappraisal of theory in IR—the academic discipline entrusted with revealing and explaining world politics, this book uses practice theory, global governance, and new institutionalism to theorize NGO accountability and analyze the history of NGOs. This study uses evidence from empirical data from Europe, Africa, Latin America, the Middle East and Asia and from studies that range across the issue-areas of peacebuilding, ethnic reconciliation, and labor rights to show IR theory has often prejudged and misread the agency of NGOs. This book asks why, in the wake of the Cold War, Japan suddenly reversed years of steadfast opposition to security cooperation with its neighbors. Long isolated and opposed to multilateral agreements, Japan proposed East Asia's first multilateral security forum in the early 1990s, emerging as a regional leader. Overcoming Isolationism explores what led to this surprising about-face and offers a corrective to the misperception that Japan's security strategy is reactive to US pressure and unresponsive to its neighbors. Paul Midford draws on newly released official documents and extensive interviews to reveal a quarter century of Japanese leadership in promoting regional security cooperation. He demonstrates that Japan has a much more nuanced relationship with its neighbors and has played a more significant leadership role in shaping East Asian security than has previously been recognized.
