Feminisms in Latin America

This Element analyzes the features of current feminist movements in Latin America and their responses to conservative reactions. For this, it focuses on the pro-choice movement vis-à-vis the anti-abortion countermovement in Mexico and Brazil. It offers a relational approach embracing the dynamics within the feminist field and between feminism and the state to capture the movements' potential effects. First, the Element proposes the concept of nested feminist networks, which comprises of three dimensions revealing the plurality of the movement across intersectional and sexual identity issues (horizontal), its relationship with the multifaceted state (vertical), and the intermediation of political parties and participatory institutions in this relationship (intermediary). Second, it argues that nested networks allow feminists to enable policies and block actions from conservatives. In sum, it explores how feminists, leveraging their plurality and connection with the state, can counter conservative attacks.

This book shows how the introduction of intermediation is relevant in studying political and public policy processes, as they are increasingly accompanied by grey spaces in public and non-public arenas that cannot be categorized as purely representative or purely participative. Instead, ‘hybrid’ mechanisms are developing in the policy-making process, which bring in new actors who either are unelected while being required to represent or advocate for the common good of others or are directly elected but challenged by identity/rights-based issues of the people they are required to act in the best interest of. By proposing a conceptual frame on intermediation and addressing five different Latin American countries and a wide range of case studies —from human rights, labour relations, neighbourhood management, municipal bureaucracies, social accountability, to complex national systems of citizen participation—this volume shows the versatility and validity of a tridimensional frame, the “cube of political intermediation” (CPI) as a tool for analysing public policy and understanding contemporary democratic innovation in Latin America.

International norms widely recognize the Indigenous right to self-determination by which Indigenous peoples define and purse their collective aspirations. Nevertheless, as progressive as legal frameworks might appear, in reality, few Indigenous communities enjoy this right and most remain vulnerable and disempowered. Activists blame Latin America's extractivist economies, while governments argue that extractive revenues are necessary to improve Indigenous life. Far from presenting a unified position, rural Indigenous peoples are most often divided over extractive industries. To assess how Indigenous self-determination has progressed, and the role that extractivism plays in this, this Element examines six Indigenous communities in Mexico, Bolivia, and Peru with contrasting experiences of extractive projects. It finds that the Indigenous ability to use favorable legislation in conjunction with available economic resources shapes different self-determination outcomes. Finally, it assesses Indigenous possibilities for self-determination in the light of environmental activism and discourses on Buen Vivir.
