A collaborative effort by scholars from the United States, China, and Japan, this volume focuses on the period 1972–1989, during which all three countries, brought together by a shared geopolitical strategy, established mutual relations with one another despite differences in their histories, values, and perceptions of their own national interest. Although each initially conceived of its political and security relations with the others in bilateral terms, the three in fact came to form an economic and political triangle during the 1970s and 1980s. But this triangle is a strange one whose dynamics are constantly changing. Its corners (the three countries) and its sides (the three bilateral relationships) are unequal, while its overall nature (the capacity of the three to work together) has varied considerably as the economic and strategic positions of the three have changed and post–Cold War tensions and uncertainties have emerged.
This volume brings together a group of leading international scholars to discuss how US-China-EU relations will shape the future of international politics. Arguing that these three powers will play a key role in establishing and managing a new world order, the contributors examine how a future global order is developed by the interaction of these leading actors in the international system. Asia looks and feels very different now compared to the days of the Cold War. The sense that Asia now works differently can be traced to a single source - the re-emergence of China. China was the dominant power in greater Asia for most of recorded history. This historical norm was interrupted from the early 19th century, too far into the past to be recognisable and readily accommodated by the actors in today's international arena. A powerful China feels new and unfamiliar. Arriving peacefully at mutually acceptable relationships of power and influence that are very different from those that have prevailed for the past half century will be a demanding process. The world's track record on challenges of this kind is not terrific. It will call for statesmanship of a consistently high order from all the major players, and building the strongest possible confidence among these players that there are no hidden agendas.

This book demonstrates that civil-military relations have evolved beyond symbiosis to quasi-institutionalization in post-Deng Xiaoping China. As the People’s Liberation Army (PLA) is a Leninist party-army, it is commonly assumed that the relationship between the Chinese Communist Party (CCP) and the PLA is symbiotic and institutional boundaries based on a clear functional division of labor are absent between the two. This symbiosis suggests that the primary role of the PLA is in China’s domestic politics; it is to participate in intra-CCP leadership power struggle and in defending the CCP regime against popular rebellions from within Chinese society. By analyzing major changes in the functions of the PLA political commissar system, the extent of the PLA involvement in the power struggle of the CCP leadership, and the circulation of elites across civil-military institutional boundaries, this book offers a new theoretical explanation of civil-military relations in China. It also discusses the implications of the findings for China’s domestic politics and foreign policy.
