Freedom of Information Reform in China
Freedom of Information (FOI) in China is often perceived as a recent and intriguing phenomenon. This book presents a more complex and detailed understanding of the evolution of FOI in China, using information flow analysis to explore the gradual development of government receptivity to FOI in an information environment through time. The book argues that it is necessary to reassess the widely divergent origins of FOI reform in China, and asserts that social, political and legal factors should have central roles in understanding the development of FOI in China. The book uses information flow analysis to find that FOI reform in China formed part of a much longer process of increased transparency in the Chinese information environment, which gradually shifted from the acceptance of proactive disclosure to that of reactive disclosure. FOI thus has become a beneficiary of this gradual transformation of the Chinese information environment.

The Last Emperors
The Qing Dynasty (1644-1911) was the last and arguably the greatest of the conquest dynasties to rule China. Its rulers, Manchus from the north, held power for three centuries despite major cultural and ideological differences with the Han majority. Regulating Prostitution in China

Assessing the Balance of Power in Central-Local Relations in China
How do we understand the evolution of central-local relations in China during the reform period? This book addresses this question by focusing on eight separate issues in which the central-local relationship has been especially salient – government finance, investment control, regional development, administrative zoning, implementation, culture, social welfare and international relations. Each chapter introduces a sector and the way the center and various local governments have shared or divided power over the different periods of China’s reform era. The balance of power is gauged dynamically over time to measure the extent to which one level of government dominates, influences or shares power in making decisions in each of these particular domains, as well as what is likely to occur in the foreseeable future. The authors assess the winners and losers of these changes among key actors in China’s society. The result provides a dynamic view of China’s changing power relations.
External Intervention and the Politics of State Formation
This book posits that when foreign actors face high opportunity costs of intervention in a weak state, their behavior may foster state sovereignty. This occurs as foreign actors work with local groups to avoid their worst fear, domination of the polity by rivals. Drawing from primary and secondary sources, Ja Ian Chong examines this argument by considering China, Indonesia, and Thailand between the late nineteenth and mid-twentieth centuries.
