Increasing Seismic Safety by Combining Engineering Technologies and Seismological Data

The current state-of-the-art allows seismologists to give statistical estimates of the probability of a large earthquake striking a given region, identifying the areas in which the seismic hazard is the highest. However, the usefulness of these estimates is limited, without information about local subsoil conditions and the vulnerability of buildings. Identifying the sites where a local ampli?cation of seismic shaking will occur, and identifying the buildings that will be the weakest under the seismic shaking is the only strategy that allows effective defence against earthquake damage at an affordable cost, by applying selective reinforcement only to the structures that need it. Unfortunatel...

Set in the town of Travnik, Bosnian Chronicle presents the struggle for supremacy in a region that stubbornly refuses to submit to any outsider. The era is Napoleonic and the novel, both in its historical scope and psychological subtlety, Tolstoyan. In its portrayal of conflict and fierce ethnic loyalties, the story is also eerily relevant. Ottoman viziers, French consuls, and Austrian plenipotentiaries are consumed by an endless game of diplomacy and double-dealing: expansive and courtly face-to-face, brooding and scheming behind closed doors. As they have for centuries, the Bosnians themselves observe and endure the machinations of greater powers that vie, futilely, to absorb them. Ivo And...

Competitive Authoritarianism

Competitive Authoritarianism

Based on a detailed study of 35 cases in Africa, Asia, Latin America, and post-communist Eurasia, this book explores the fate of competitive authoritarian regimes between 1990 and 2008. It finds that where social, economic, and technocratic ties to the West were extensive, as in Eastern Europe and the Americas, the external cost of abuse led incumbents to cede power rather than crack down, which led to democratization. Where ties to the West were limited, external democratizing pressure was weaker and countries rarely democratized. In these cases, regime outcomes hinged on the character of state and ruling party organizations. Where incumbents possessed developed and cohesive coercive party structures, they could thwart opposition challenges, and competitive authoritarian regimes survived; where incumbents lacked such organizational tools, regimes were unstable but rarely democratized.

Now that the third Yugoslavia has ended and the new union of Serbia and Montenegro emerged, Montenegro still remains largely unknown. The path of this smallest republic of former Yugoslavia has differed from the rest of the country during the past decade. Montenegro emerged as the only republic not to be engulfed in armed conflict. At the same time, it remained together with Serbia part of the Federal Republic of Yugoslavia and will continue to form a loose union with Serbia for the coming three years. This book seeks to close an important gap in the literature on the former Yugoslavia. As the first overview over political, historical, and economic developments in Montenegro during the past ...

Sentencing in International Criminal Law

  • Categories: Law

This book deals with sentencing in international criminal law, focusing on the approach of the UN ad hoc Tribunals for the former Yugoslavia (ICTY) and Rwanda (ICTR). In contrast to sentencing in domestic jurisdictions, and in spite of its growing importance, sentencing law is a part of international criminal law that is still 'under construction' and is unregulated in many aspects. International sentencing law and practice is not yet defined by exact norms and principles and as yet there is no body of international principles concerning the determination of sentence, notwithstanding the huge volume of sentencing research and the extensive modern debate about sentencing principles. Moreover ...
