This title was first published in 2001. In the Nordic countries women are considered equal to men. Advanced social and economic rights are often given as the explanation for the equality. In this volume, Nordic feminist legal scholars give a more contradictory image of gender equality. The gendered construction of the legal subject and the legal understanding of gender have a two-pronged potential, both to change and to reproduce gender relations. Nordic women have been considered responsible for upholding the gendered social system - as "responsible selves" rather than as individuals engaged in rights discourse. The authors claim, with examples, that the belief in equality has made certain discriminative practices difficult to recognize and conceptualize. Also a transformation of the social welfare system puts the collective equality policies to the test.

This volume contains seven chapters that consider how fiscal policies can address women’s and girls’ disadvantages in education, health, employment, and financial well-being. Researchers from a joint collaboration between the International Monetary Fund and the UK’s Department for International Development presented papers at a 2016 international conference on gender budgeting at the International Monetary Fund headquarters in Washington, DC, and detail the findings of their work here, which draws on published materials, a questionnaire sent to ministries of finance to all International Monetary Fund member countries, and interviews with country officials and international organizations that offer technical assistance to countries seeking to implement gender budgeting. They describe key gender budgeting efforts planning, allocating, and monitoring government expenditures and taxes to address gender inequality in sub-Saharan Africa, Asia and the Pacific, Europe, Latin America and Canada, the Middle East and Central Asia, and the Pacific Islands and Caribbean.

This paper surveys European gender budgeting efforts, which have enjoyed sustained support for more than a decade and a half. In a number of countries, gender budgeting led to significant changes in budget legislation and administrative practices. In some countries, it is also possible to tie gender budgeting efforts to expenditure and revenue policy reforms. At a time of continued fiscal austerity in Europe, gender budgeting can help inform fiscal policies to ensure gender-related goals are met. Civil society has played an active role in advocating for effective gender budgeting.
