Social protection coverage toolkit

In partnership with the Regional Office for the Near East and North Africa (NENA) of the Food and Agriculture Organization of the United Nations, the International Policy Centre for Inclusive Growth (IPC-IG) has developed a toolkit with a new step-by-step methodology to calculate the extent to which a population is covered against the risks that affect them throughout their life cycle (Bacil et al. 2020). This approach focuses on identifying different social groups and the risks to which each of them is vulnerable, defining a coverage function for each risk that enables a calculation of how much an intervention is capable of protecting vulnerable people against said risk. Thus, it goes beyond the usual approaches to measuring social protection coverage, which tend to equate programme participation with social protection coverage.

The outlook for Low-Income Countries (LICs) is gradually improving, but they face persistent macroeconomic vulnerabilities, including liquidity challenges due to high debt service. There is significant heterogeneity among LICs: the poorest and most fragile countries have faced deep scarring from the pandemic, while those with diversified economies and Frontier Markets are faring better. Achieving inclusive growth and building resilience are essential for LICs to converge with more advanced economies and meet the Sustainable Development Goals (SDGs). Building resilience will also be critical in the context of a more shock-prone world. This requires both decisive domestic actions, including expanding and better targeting Social Safety Nets (SSNs), and substantial external support, including adequate financing, policy advice, capacity development and, where needed, debt relief. The Fund is further stepping up its support through targeted policy advice, capacity building, and financing.

This volume presents the science review article as an opportune genre for introducing rhetorical diversity into scientific communities. First, it discusses the theoretical issues involved in applying the notion of a discourse community to that of an international science discourse community and examines the practical issues faced by writers who must use a language system that is not their mother tongue in order to become active participants. The review article is argued to be important in shaping the views of scientific discourse communities. Next, based on specialist informant and linguistic findings, review articles are classified into four different types according to their focus: history, status quo, theory/model or issue. Finally, practical suggestions for teaching how to write a review article are offered based on a framework of Moves and Steps, which can be expanded to the teaching of other genres.
