The Tiger That Isn't

Mathematics scares and depresses most of us, but politicians, journalists and everyone in power use numbers all the time to bamboozle us. Most maths is really simple - as easy as 2+2 in fact. Better still it can be understood without any jargon, any formulas - and in fact not even many numbers. Most of it is commonsense, and by using a few really simple principles one can quickly see when maths, statistics and numbers are being abused to play tricks - or create policies - which can waste millions of pounds. It is liberating to understand when numbers are telling the truth or being used to lie, whether it is health scares, the costs of government policies, the supposed risks of certain activities or the real burden of taxes.

The Rush to Policy

Rush to Policy explores the appropriate role of technical analysis in policy formulation. The authors ask when and how the use of sophisticated analytic techniques in decision-making benefits the nation. They argues that these techniques are too often used in situations where they may not be needed or understood by the decision maker, where they may not be to answer the questions raised but are nonetheless required by law. House and Shull provide an excellent empirical base for describing the impact of politics on policies, policy analysis, and policy analysts. They examine cost-benefit analysis, risk analysis, and decision analysis and assess their ability to substitute for the current deci...

Regressive Taxation and the Welfare State

Government size has attracted much scholarly attention. Political economists have considered large public expenditures a product of leftist rule and an expression of a stronger representation of labour interest. Although the size of the government has become the most important policy difference between the left and right in post-war politics, the formation of the government's funding base is also important. Junko Kato finds that the differentiation of tax revenue structure is path dependent upon the shift to regressive taxation. Since the 1980s, the institutionalisation of effective revenue raising by regressive taxes during periods of high growth has ensured resistance to welfare state backlash during budget deficits and consolidated the diversification of state funding capacity among industrial democracies. This book challenges the conventional wisdom that progressive taxation goes hand-in-hand with large public expenditures in mature welfare states and qualifies the partisan centred explanation that dominates the welfare state literature.

Financing Universal Access To Healthcare: A Comparative Review Of Landmark Legislative Health Reforms In The Oecd

The recent expansion of health insurance coverage in the USA under the Affordable Health Care Act, and current threats to reverse the benefits of this reform, have once again focused the world's attention on the difficult challenges faced by other countries trying to provide better access to healthcare to their population at an affordable cost. This textbook provides a comparative review of financing universal access to healthcare in the Organisation for Economic Co-operation and Development (OECD) countries. The first two chapters of the book provide a framework for financing universal access to healthcare. The remaining eight chapters present case studies of eight OECD countries that have successfully introduced reforms to finance universal access to healthcare for their population through landmark legislative reforms. A concluding chapter focuses on the lessons learned from the OECD and recommendations from policymakers and others who are planning similar reforms. The book is designed as a learning tool for students and as a user guide for policymakers.
