The World Bank's Experience with Post-conflict Reconstruction
Clearing landmines, rehabilitating and integrating of excombatants, rebuilding the infrastructure, coordinating aid sources—these are just some of the issues confronting the Bank in post-conflict reconstruction. The explosion of civil conflicts in the post-Cold War world has tested the World Bank's ability to address unprecedented devastation of human and social capital.This study covers post-conflict reconstruction in nine countries, assessing relevant, recent Bank experience. It also presents case-studies for ongoing and future operations, which analyze: 1. the Bank's main strengths or comparative advantages; 2. its partnership with other donors, international organizations, and NGOs; 3. its role in reconstruction strategy and damage and needs assessment; 4. its role in rebuilding the economy and institutions of governance; 5. its management of resources and processes; 6. implications for monitoring and evaluation.
Party Organization and Electoral Success of New Anti-establishment Parties
This book examines the new anti-establishment parties electorally succeeding at the expense of their established counterparts and argues that party organization matters for their electoral success. It explores a relationship between these parties’ electoral success and their party organization. Using a framework to explain the role of organizational features such as local party branches, party membership, and party elites in this process, it reveals how they help parties to be more stable, cohesive, and legitimate; a state that facilitates better conditions for electoral success. It also shows that control over party organization is achieved partially by the existence of a corporate network associated with party leaders’ businesses. Electricity Market Reform
In the coming decades we face major new challenges which require careful but far-reaching reform. Demand for electricity demand may need to double by 2050; there is a need to replace a quarter of our existing capacity by 2020; a need for power sector emissions to be decarbonised; and a need to meet the legally binding EU target for renewable energy. We also need to allow equal access to the electricity market for a wider range of technologies. The Government is now consulting on a package of options for the reform of the electricity market. The proposals are specifically designed to ensure that low-carbon technologies become a more attractive choice for investors, and adequately reward back up capacity. The proposals are four-fold: carbon price support; feed-in tariffs with long-term contracts; capacity payments; and an emissions performance standard. The consultation will run until 10th March 2011
