Demokratisierung Und Dezentralisierung
Der Übergang vom Autoritarismus zur Demokratie führte in den europäischen Flächenstaaten nicht nur zur Einführung demokratischer Institutionen in den politischen Zentren, sondern hatte auch Konsequenzen für die gesamte staatliche Struktur. Eine komplexe Aufgaben- und Gewaltenteilung zwischen Zentrum, regionaler und lokaler Ebene ging mit den politischen Systemwechseln einher. Dabei unterlag die politische Dezentralisierung, die aufgrund ihrer symbolischen und "technischen" Bedeutung eine der institutionenpolitischen Prioritäten der Demokratisierung war, den Bedingungen des politischen Systemwechsels. Philip Stöver untersucht in seiner Studie am Beispiel der Demokratisierungs- und Dezentralisierungsprozesse in Spanien und Polen die Wechselwirkungen zwischen diesen Prozessen. Der Vergleich mit den britischen Staatsorganisationsreformen, die in einer konsolidierten Demokratie verlaufen sind, macht schließlich deutlich, dass sich die konkreten Dezentralisierungsprozesse Spaniens und Polens nicht ohne Bezugnahme auf den Demokratisierungskontext erklären lassen.
