Since the demise of communism in the early nineties, police reform and human rights have become important topics in post-communist societies striving for more democratic and human rights based forms of governance. In spite of the introduction of new constitutions, the ratification of human rights treaties in many such countries, as well as the introduction of new criminal law and procedure codes, policing realities overall have proved remarkably intransigent. In this volume diverse experts from different countries discuss both impediments to and opportunities for the development of a more democratic and human rights-oriented police. This publication is a human rights teaching manual for teachers and resource persons who are proficient in the craft and profession of policing as practitioners, or learned in that field as educators or academics. It is also a reference manual for police officials participating in programmes based on the manual, and a continuing source of reference for them when they have completed a programme. The teaching manual has been prepared for use as a valuable resource in an educational process which should enable and require police officials to consider how they are to carry out their functions in an effective, lawful and humane manner. Policing is one of the means by and through which governments either meet, or fail to meet, their obligations under international law to protect the human rights of people within the jurisdiction of states they govern. This manual is offered as a contribution towards the realisable ideal of securing protection and promotion of human rights by and through policing.
