Dalam perkembangan tatanan global saat ini, tantangan pelayanan publik yang dihadapi saat ini semakin berat dan kompleks serta ditambah dengan adanya pandemi Covid-19. Berbagai kebijakan terobosan dan inovatif dalam rangka mengatasi permasalahan yang berorintasi kepada pelayanan publik terbaik yang diberikan kepada masyarakat. Namun demikian inovasi terutama inovasi digital dalam Indeks Inovasi Daerah Tahun 2020 secara keseluruhan belum menunjukkan hasil seperti yang diharapkan. Dari hasil penelusuran proposal inovasi daerah yang disampaikan daerah mayoritas inovasi digital belum secara jelas, tegas dan clear memberikan dampak dalam rangka mendorong terciptanya kesejahteraan rakyat.
