Efektivitas merupakan keberhasilan dalam mencapai tujuan yang telah ditetapkan sebelumnya yaitu, hubungan antara output dan tujuan. Di mana efektivitas diukur berdasarkan seberapa jauh tingkat output, kebijakan, dan prosedur organisasi mencapai tujuan yang telah ditetapkan. Dalam penerapan protokol kesehatan harus melibatkan peran pihak-pihak yang terkait termasuk aparat yang akan melakukan penertiban dan pengawasan. Peran masyarakat untuk dapat memutus mata rantai penularan COVID-19 (risiko tertular dan menularkan) harus dilakukan dengan menerapkan protokol kesehatan dan memperkuat upaya meningkatkan efektivitas pencegahan dan pengendalian COVID-19 di seluruh daerah provinsi serta kabupaten/kota di Indonesia dengan mengambil langkah-langkah yang diperlukan sesuai tugas, fungsi, dan kewenangan masing-masing dalam menjamin kepastian hukum.

Kepatuhan didefinisikan sebagai sikap disiplin atau perilaku taat terhadap suatu perintah maupun aturan yang ditetapkan dengan penuh kesadaran. Kepatuhan sebagai perilaku positif dinilai sebagai sebuah pilihan. Penggunaan masker merupakan bagian dari rangkaian komprehensif langkah pencegahan dan pengendalian yang dapat membatasi penyebaran penyakit-penyakit virus saluran pernapasan tertentu, termasuk COVID-19. Penerapan upaya pencegahan dan pengendalian COVID-19 di pasar sangat membutuhkan peran kepemimpinan pengelola pasar serta keterlibatan lintas sektor dan aparat dalam penertiban kedisiplinan masyarakat pasar.

Sistem informasi berguna mewujudkan pengelolaan kesehatan yang diselenggarakan oleh semua komponen bangsa Indonesia secara terpadu dan saling mendukung dalam mencapai derajat kesehatan masyarakat yang setinggi-tingginya. Pada setiap penyelenggaraan sistem kesehatan harus memiliki sistem informasi kesehatan (SIK) untuk mendukung manajemen Kesehatan. Dalam kesehatan, terlalu banyak sistem yang bersaing dalam penggunaannya sehingga proses integrasi sulit dan belum dapat dilaksanakan. Persoalan klasik lainnya adalah sebagian besar daerah belum memiliki kemampuan yang memadai. Selain itu, pemanfaatan data dan informasi oleh manajemen belum optimal. Menyadari hambatan serta pentingnya penggunaan sistem informasi manajemen (SIM) dengan baik, oleh karena itu dalam penerapan SIM perlu adanya pemahaman bagaimana penggunaan sistem informasi pada istitusi tersebut.
