Sukarno
Pada akhir 1950-an permasalahan kemanan dan perebutan Irian Barat menjadi fokus utama pemerintah. Alhasil, bidang sandang dan pangan selama periode (1957 1963) sempat terpinggirkan dari fokus pemerintah. Akan tetapi, pada 1958, muncul temuan data dari Food and Agriculture Organisation (FAO) yang menyatakan bahwa Indonesia mengalami krisis pangan terutama beras. Peristiwa ini membuat Sukarno berusaha untuk memecahkan permasalahan pangan. Alhasil Sukarno meminta kepada Departemen Pertanian dan Agraria untuk mengurai permasalahan ini. Permintaan ini direspons dengan membuat koekboek yang berisi beragam resep dari daerah-daerah di Indonesia dengan judul Mustika Rasa. Mustika Rasa digadang-gadang menjadi sebuah proyek besar Sukarnno yang mampu menyelesaikan masalah pangan.
