Gender Equality and Inclusive Growth

Gender Equality and Inclusive Growth

This paper considers various dimensions and sources of gender inequality and presents policies and best practices to address these. With women accounting for fifty percent of the global population, inclusive growth can only be achieved if it promotes gender equality. Despite recent progress, gender gaps remain across all stages of life, including before birth, and negatively impact health, education, and economic outcomes for women. The roadmap to gender equality has to rely on legal framework reforms, policies to promote equal access, and efforts to tackle entrenched social norms. These need to be set in the context of arising new trends such as digitalization, climate change, as well as shocks such as pandemics.

Transforming Markets

The second volume of the history of the European Bank for Reconstruction and Development (EBRD) takes up the story of how the Bank has become an indispensable part of the international financial architecture. It tracks the rollercoaster ride during this period, including the Bank’s crucial coordinating role in response to global and regional crises, the calls for its presence as an investor in Turkey, the Middle East and North Africa and later Greece and Cyprus, as well as the consequences of conflicts within its original region. It shows how in face of the growing threat of global warming the EBRD, working mainly with the private sector, developed a sustainable energy business model to ta...

Trade Policy and Gender Equality

  • Categories: Law

Trade policies create both 'winners' and 'losers', as some actors stand to benefit and others are left behind. More often than not, it has been women who have borne the negative impacts of international trade policy and it is thus imperative that future trade policy is negotiated and implemented with an eye toward women's interests. This collection represents an innovative systematic evaluation of the debate relating to international trade law, policy, and gender equality. It analyses the role of WTO as a trade policy setter, current debates and possibilities for gender-inclusive trade agreements and emerging topics such as e-commerce and gender-responsive standards. With a range of interdisciplinary contributions and national and regional case studies, this collection offers a comprehensive, up-to-date analysis of the intersections between trade law and gender, and is vital to ensuring that both men and women 'win' from trade policy in the future. This title is also available as Open Access on Cambridge Core.

Exploring the Role of Public Expenditure in Advancing Female Economic Empowerment and Gender Equality

This paper discusses connections between female economic empowerment and government spending. It is an abbreviated overview for non-gender-experts on how fiscal expenditure may support female economic empowerment as an interim step toward advancing gender equality. From this perspective, it offers a preliminary exploration of key factors and indicators associated with gender-differentiated impacts in each of five main categories of public spending (education, health, capital expenditure, government employment and compensation, and social protection and labor market programs). It examines and proposes indices within each category that can be used to identify and measure related gender gaps an...

Towards Economic Inclusion in the Western Balkans

The countries in the Western Balkans have been severely affected by the wars and conflicts that led to the breakup of former Yugoslavia, by political instability and the effort of creating new states, weak economies and high levels of unemployment, poverty and social exclusion, and inequality. As revealed by recent surveys, such as EBRD’s Life in Transition Survey and Eurofound’s European Quality of Life Survey, life satisfaction in the region is far below that elsewhere in Europe. In recent years they had achieved a strong impetus of economic growth with falling rates of unemployment and increasing optimism for the future. However, the COVID-19 pandemic of 2020 has brought about a sudde...

Gender Budgeting in G20 Countries

Achieving gender equality remains a significant challenge, that has only deepened with the on-set of the COVID-19 pandemic. Gender budgeting (GB) can help promote gender equality by applying a gender perspective to fiscal policies and the budget process. This paper takes stock of GB practices in G20 countries and benchmarks country performance using a GB index and data gathered from an IMF survey. All G20 countries have enacted gender focused fiscal policies but the public financial management (PFM) tools to operationalize these policies are far less established. We find that notwithstanding heterogeneity across countries, the average G20 level of GB practice is relatively low. More progress...
