Old Portsmouth, England is walking distance to the dockyard and resting place to Nelson's flagship: HMS Victory. Today Old Portsmouth, also known as Spice Island, is a very upmarket area, but In 1907 it was a place to be avoided. It was a naval red light area where Pub brawls were commonplace and in warmer months, tide permitting, ragged kids would tussle in the harbour mud for coins thrown to them by travellers from the causeway above. These are the facts that separate the following fiction. At Boswell's: naval outfitters a young seamstress is brutally murdered. The vacant post is filled by Nell Masters, a pretty sixteen-year-old. Nell, having lost her father in a fatal accident is made to be the bread-winner for her and her work-shy young mother. Nell finds her first love while working at Boswell's but jealousy and conspiracy among fellow workers result in Nell being threatened by the hangman's noose. This is the beginning of a fast moving and gripping tale.
The Chemist
The Chemist is a fictional story of the occult. Now and again an extremist will appear among us, one whose psyche or train of thought is out of sync with normal brain activity. One could say as much about a genius and the likes of Einstein or Da Vinci, individuals who left the world a much better place. Then, however, there is the dark end of extremism. This might include cult leaders, such as Charles Manson or David Koresh, individuals that have caused murder and mass suicide. My story concerns one such character: The Chemist.
Update on PFI Debt Refinancing and the PFI Equity Market
Findings from this NAO report include that the government has secured gains of £137 million from Private Finance Initiative (PFI) debt refinancings under new arrangements introduced by the Treasury in 2002 (including £102 million from four large refinancings (one of the London Underground contracts and three hospital projects: Norfolk and Norwich, Darent Valley and Bromley). The NAO found that the new sharing arrangements through a voluntary Code appear to be generally working well but there have been exceptions, for example in three road projects the public sector missed out on at least £1.7 million because gains were not shared in accordance with the voluntary code. The report also describes the emergence of the PFI secondary market which is enabling equity investors in PFI projects to sell their shares on to new investors.
