Mexico's Human Rights Crisis

Lawless elements are ascendant in Mexico, as evidenced by the operations of criminal cartels engaged in human and drug trafficking, often with the active support or acquiescence of government actors. The sharp increase in the number of victims of homicide, disappearances and torture over the past decade is unparalleled in the country's recent history. According to editors Alejandro Anaya-Muñoz and Barbara Frey, the "war on drugs" launched in 2006 by President Felipe Calderón and the corrupting influence criminal organizations have on public institutions have empowered both state and nonstate actors to operate with impunity. Impunity, they argue, is the root cause that has enabled a human-r...

The Geology, Ecology, and Human History of the San Luis Valley

The Geology, Ecology, and Human History of the San Luis Valley explores the rich landscapes and diverse social histories of the San Luis Valley, an impressive mountain valley spanning over 9,000 square miles that crosses the border of south-central Colorado and north-central New Mexico and includes many cultural traditions. Twenty-six expert scholars and educators—including geologists, geographers, biologists, ecologists, linguists, historians, sociologists, and consultants—uncover the natural and cultural history of the region, which serves as home to the Sangre de Cristo Mountains, the San Juan Mountains, Great Sand Dunes National Park and Preserve, and the Rio Grande headwaters. The f...

Exit and Voice

A free open access ebook is available upon publication. Learn more at www.luminosoa.org. Sometimes leaving home allows you to make an impact on it—but at what cost? Exit and Voice is a compelling account of how Mexican migrants with strong ties to their home communities impact the economic and political welfare of the communities they have left behind. In many decentralized democracies like Mexico, migrants have willingly stepped in to supply public goods when local or state government lack the resources or political will to improve the town. Though migrants’ cross-border investments often improve citizens’ access to essential public goods and create a more responsive local government, their work allows them to unintentionally exert political engagement and power, undermining the influence of those still living in their hometowns. In looking at the paradox of migrants who have left their home to make an impact on it, Exit and Voice sheds light on how migrant transnational engagement refashions the meaning of community, democratic governance, and practices of citizenship in the era of globalization.

Outsourcing Welfare

Rising food prices, climate change, and the ravages of global capitalism have made the poor increasingly vulnerable to economic crises. At the same time, the governments of many developing countries have adopted austerity measures that leave their citizens without a safety net in times of need. This combination poses a potent threat to social and political stability throughout the developing world. How do the poor cope with economic crises when their governments fail to guarantee social welfare? How do societies keep from fracturing under the weight of economic grievances and civil unrest? Outsourcing Welfare argues that the answers to these questions lie with remittances, the hundreds of bi...
