Promoting Environmental Sustainability in Development
OED's evaluation has been timed to inform the preparation of the new Environment Strategy Paper. The evaluation is based on the synthesis of self-evaluation assessments, case studies of selected countries, background reviews of selected areas, surveys and interviews of Bank staff, and consultations with stakeholders in four regions. An Advisory Panel reviewed drafts and served as a sounding board for the recommendations. A concluding Workshop on the Bank's Environment Strategy and OED's Environment Review provided an opportunity for participants to comment on the Review findings and on the draft Environment Strategy, and to discuss next steps in implementation. In addition to OED's Review, we are pleased to share with you the report of OED's Advisory Panel, and the Facilitator's Summary of the concluding workshop.

Water and Politics
Most of the world’s population lives in cities in developing countries, where access to basic public services, such as water, electricity, and health clinics, is either inadequate or sorely missing. Water and Politics shows how politicians benefit politically from manipulating public service provision for electoral gain. In many young democracies, politicians exchange water service for votes or political support, rewarding allies or punishing political enemies. Surprisingly, the political problem of water provision has become more pronounced, as water service represents a valuable political currency in resource-scarce environments. Poverty
In Poverty: a philosophical approach, the author studies various philosophical issues concerning poverty in the Program for Education, Health and Food (PROGRESA) that was in effect in Mexico, from 1997 to 2002, and shows how theoretical discussion is necessary to clarify some ideas concerning the application of a social policy. Poverty is one of the main problems concerning economics, political philosophy, and ethics. It is an ethical problem because of its relationship with self-esteem. Since poverty is intimately related to social policies, the philosophy of poverty must consider the distribution criteria used to attend to people in situations of extreme poverty. This would involve attention to their needs, preferences, capabilities and “well-being” rights. The book considers social policies applied to poverty, and their occasional abuse of utilitarian instruments. Many are implemented without considering cultural differences, including varying patterns of conduct in diverse communities. Equality also matters. Since poverty and inequality are not the same, the study of the latter allows us to target groups found in the lowest levels of “the playing field”.
Globalization and Urban Development
Most research on globalization has focused on macroeconomic and economy-wide consequences. This book explores an under-researched area, the impacts of globalization on cities and national urban hierarchies, especially but not solely in developing countries. Most of the globalization-urban research has concentrated on the "global cities" (e.g. New York, London, Paris, Tokyo) that influence what happens in the rest of the world. In contrast, this research looks at the cities at the receiving end of the forces of globalization. The general finding is that large cities, on balance, benefit from globalization, although in some cases at the expense of widening spatial inequities.
