Diplomatic Departures
During the nine years that the Conservatives under Brian Mulroney held power in Ottawa, Canadian foreign policy underwent a series of important departures from established policy. Some of these changes mirrored the major transformations in global politics that occurred during this period as the Berlin Wall was breached, the Cold War came to an end, and a globalized economy emerged. But some of the changes were the results of initiatives taken by the Conservative government. The first major scholarly examination of the foreign policy of this period, this collection explores and analyzes the many departures from traditional Canadian statecraft that took place during the Mulroney Conservative era: free trade with the U.S., a continentalized energy policy, initiatives over the environment and the Arctic, the withdrawal of Canadian forces from Europe, and the transformation of peacekeeping into peacemaking.

The "third" United Nations
The Third UN is the ecology of supportive non-state actors-intellectuals, scholars, consultants, think tanks, NGOs, the for-profit private sector, and the media-that interacts with the intergovernmental machinery of the First UN (member states) and the Second UN (staff members of international secretariats) to formulate and refine ideas and decision-making at key junctures in policy processes. Some advocate for particular ideas, others help analyze or operationalize their testing and implementation; many thus help the UN 'think'. While think tanks, knowledge brokers, and epistemic communities are phenomena that have entered both the academic and policy lexicons, their intellectual role remains marginal to analyses of such intergovernmental organizations as the United Nations.
Global Civil Society in International Lawmaking and Global Governance
International law scholarship has not adequately recognised the magnitude of the role of ‘global civil society’ in ‘global governance’ and ‘international lawmaking.’ Building upon theoretical, historical and legal scholarship and presenting studies of GCS actor practice in a wide range of lawmaking processes, including treaty-making, conferences, international organisations and adjudicatory mechanisms, this book convincingly demonstrates that GCS actors have created and influenced the creation of norms of binding public international law and influential non-binding ‘soft’ or non-law. It presents a compelling case that calls for augmenting GCS access to information, participation in legal decision-making processes for those likely to be affected, and access justice thereby enhancing the legitimacy of public international law.
Landmines and Human Security

Organized in the early 1990s, the ICBL is a network of more than one thousand nongovernmental organizations worldwide, working for a global ban on landmines. It was an important force behind the treaty to ban antipersonnel landmines that was signed in Ottawa in 1997, and which led to its being awarded the 1997 Nobel Peace Prize, along with its coordinator.

How Ottawa Spends, 1997-1998
During the 1993 Federal election, the Liberals produced a document, known as the Red Book, which provided a detailed blueprint for how the party would govern, if elected. Jean Chrétien often stated that the promises were put in writing so the public would be better able to hold his government accountable. Three years into their mandate, the Liberals issued a self-assessment of their record which indicates that 78 percent of the 197 Red Book commitments have been fulfilled and another 12 percent are in progress. What constitutes living up to a promise is debatable as the opposition parties estimate that the Liberals have fulfilled only 25 percent of their promises.
