The sustainable development strategy of the Dept. of Indian Affairs & Northern Development is intended to bring together goals shared with First Nations, Inuit, and northerners to promote healthy environments while fostering economic development under open and accountable decision-making. The purpose of this volume is to set out a basis for the Dept. to continue discussions with First Nations on sustainable development and the implementation of the strategy, and to build better relations with First Nations and Inuit across Canada. It includes the results of discussions held among Dept. staff and First Nations from across Canada during Phase II discussions on the draft sustainable development strategy. Seven sections of the volume contain presentations from First nations in British Columbia, Alberta, Saskatchewan, Manitoba, Ontario, the Atlantic Provinces, and Quebec/Labrador.
Summaries of seven papers which identify Canadian public attitudes towards Indian people plus general overview which attempts to highlight some factors which shape these attitudes and consequently need to be taken into account in Dept. of Indian Affairs and Northern Development planning and policy formulation.
"Head 24 of Section 91 of the constitution of Canada gives to the Parliament of Canada exclusive legislative authority in relation to "Indians and Lands reserved for the Indians". This exclusive legislative authority carries with it by necessary implication the exclusive right to determine the special policies, if any, that are to prevail in relation to these citizens of Canada. Moreover it follows from the exclusive character of this legislative authority and right that the legislatures of the provinces of Canada cannot and do not have authority to legislate in relation to "Indians and Lands reserved for the Indians" or to determine Indian policy"--Page [1].
