This volume assesses the evolution of Spain's external relations during the 1990s, within and beyond Europe, and assesses the principal challenges facing the country at the beginning of the twenty-first century. The coincidence of several crucial global and European developments has had a profound effect on Spain. Adjustment of the economy and changes in foreign policy perspectives have become unavoidable. In turn, Spain, as an increasingly self-confident member of the EU, has itself become a significant actor in European-level developments. Spain's relationship with Europe and the wider world is increasingly balanced between new constraints and new opportunities for international influence.

Compiled by the Hispanic Division of the Library of Congress and annotated by a corps of more than 130 specialists in various disciplines, the Handbook alternates from year to year between social sciences and humanities. The Handbook annotates works on Mexico, Central America, the Caribbean and the Guianas, Spanish South America, and Brazil, as well as materials covering Latin America as a whole. Most of the subsections are preceded by introductory essays that serve as biannual evaluations of the literature and research under way in specialized areas. Arms Export Regulations
Governments have a legal obligation to ensure effective control over arms exports and to monitor and supervise the movement of arms to ensure that they do not fall into unauthorized hands. The purpose of this book is to provide a detailed picture of how governments discharge this responsibility. Individual chapters describe national efforts to control arms transfers, concentrating on the legal framework that exists to regulate arms exports. The book includes a discussion of existing multilateral arms transfer control regimes, including the United Nations, the Co-ordinating Committee for East-West Trade Policy (CoCom), the Missile Technology Control Regime (MTCR) and arms embargoes agreed by the Council of Ministers of the European Community. Every effort has been made to produce a comprehensive compendium, but total success has been prevented by the continued failure of some governments to release adequate information into the public domain.
