Welches Fehlverhalten zu einem Ausschluss von einem Vergabeverfahren fuhren kann oder sogar muss, regeln die zwingenden bzw. fakultativen Ausschlussgrunde der 123 und 124 GWB. Offentliche Auftraggeber sind verpflichtet, ihr Vorliegen zu prufen. Mit dem 2021 in Betrieb genommenen Wettbewerbsregister steht Vergabestellen nun erstmalig ein wirkungsvolles Instrument zur Erfullung ihrer Prufungspflichten zur Verfugung. Das Register enthalt Sanktionen aufgrund bestimmter, vergaberechtlich relevanter Rechtsverletzungen und erlaubt somit eine effektivere Prufung der Ausschlussgrunde. Lasse Engel untersucht in diesem Zusammenhang insbesondere die zentralen Elemente der neuen Institution, namlich die Eintragung in das Register und dessen Abfrage sowie die Loschung aus dem Wettbewerbsregister. Die Arbeit wurde mit dem Dissertationspreis des Jahres 2022 der Peregrinus-Stiftung ausgezeichnet.

Human beings have to ask how faith is possible, in this mixed world of trouble and joy. A safe universe with no scope for adversity would be a mechanical toy, not a creation. A glorious universe will be a place where troubles have eventually been overcome. Christians believe in one God, who is three Persons. God the heavenly Father took the risk of making a real world, full of living people capable of happiness. Jesus Christ, God the Son, came as a human being to take responsibility for creation. He suffered and died; and he rose from death to vindicate the whole enterprise and show that creation can and will be made good. People are not left to work out their own faith but are invited to belong to the church, in order to keep in touch with God the Spirit. They are to behave as God's children, not by rule-bound conformity but by grateful response to the glory of God the Holy Trinity.

A Just Church
What does liberation theology actually look like in 21st century Britain? How can the Church respond faithfully to issues like war, climate change and vast global inequalities? A 'fresh expression' church in the centre of Bradford has explored these questions through radical forms of worship, non-violent direct action (for example, physically resisting the unjust detentions of asylum seekers) and experimenting with new ways of being community that help to build the reign of God.
