Previous Congresses were held in Lyons in 1969, Exeter in 1972, and Karlsruhe in 1976. Congress today is falling short. Fewer bills, worse oversight, and more dysfunction. But why? This book comprises the full selected Regular Lectures from the Proceedings of the 12th International Congress on Mathematical Education (ICME-12), which was held at COEX in Seoul, Korea, from July 8th to 15th, 2012.
