Strengthening Value Chains as an Industrial Policy Instrument
This publication presents the recent experience of the Economic Commission for Latin America and the Caribbean (ECLAC) in respect of industrial policy design and technical assistance for the Governments of two Central American countries: El Salvador and Guatemala. It adopts a value chain approach to identify in detail the restrictions facing these chains, both as a whole and at each of their links. Strategies aimed at strengthening value chains are participatory (public-private) and act as a driver of structural change by boosting productivity and value added, especially among small producers.
Care Work and Class
Despite constitutions that enshrine equality, until recently every state in Latin America permitted longer working hours (in some cases more than double the hours) and lower benefits for domestic workers than other workers. This has, in effect, subsidized a cheap labor force for middle- and upper-class families and enabled well-to-do women to enter professional labor markets without having to negotiate household and care work with their male partners. While elite resistance to reform has been widespread, during the past fifteen years a handful of countries have instituted equal rights. In Care Work and Class, Merike Blofield examines how domestic workers’ mobilization, strategic alliances, and political windows of opportunity, mostly linked to left-wing executive and legislative allies, can lead to improved rights even in a region as unequal as Latin America. Blofield also examines the conditions that lead to better enforcement of rights.
Scandalous Economics
This book is about the neglect of gender and race in explanations of the Global Financial Crisis. It is also about the sexual scandals and gendered austerity policies that have relegated public debate, and the crisis itself. We need to look at the activities and the privileges of the advantaged - the "TED women" of the crisis -- as much as the victimization of the disadvantaged - to fully grasp the interplay between gender and economy in this age of restoration.

Debt Financing Rollercoaster
This publication examines how external debt financing has evolved in the past three decades (1982-2012). It looks back 30 years and analyses the Latin American and Caribbean region's trajectory from the unique perspective of access to international financial markets. As the title implies, this trajectory has been a rollercoaster ride, with many ups and downs, and moments of anticipation and panic. The developments of the past three decades as described in this book suggest that more widespread and cheaper access to international capital markets can play a role in the long process of achieving sustainable growth with equality, by broadening the options for financing investment and social initiatives. Despite the lessons learned and the progress over this period, many challenges remain. Structural change should be at the heart of a long-term growth process to make equality a reality.
Aging and Generations in Cuba
Based on a twelve-year ethnographic study in Havana and rural areas, this book examines the current crisis of eldercare in Cuba, underpinned by advanced demographic aging. With great humanity and a lively narrative, Destremau-Zeitz shows how intergenerational households enact interdependency and solidarity in response to the many complexities of daily life and a protracted economic crisis. Beyond the multidimensional crisis of care, the author argues that Cuba is facing a crisis of social reproduction that appears specific to (ex)socialist countries but holds lessons for many of the world’s developed nations as well.
Rising Concentration in Asia-Latin American Value Chains
Dynamic Asia has overtaken the European Union as Latin America and the Caribbean's second largest export market, after the United States. However, the region's exports to Asia remain concentrated in few commodities involved a small number of large firms. This book explores the present and future scope for the participation of small and medium-sized enterprises (SMEs) in biregional trade and value chains and the measures that can be taken to make those chains more inclusive and sustainable. It encourages governments in Latin America to improve the business environment in order to encourage multinational firms to invest, upgrade and innovate in the region.
