The Status of Sign Languages in Europe
The present report, based on information provided by member states' governments and by NGOs, gives an overview of the recognition of sign languages in 26 European states. It also summarises policies and programmes which have been developed by member states to ensure sign language users access to their political, social and cultural rights.
White Paper on Intercultural Dialogue
Managing Europe's increasing cultural diversity - rooted in the history of our continent and enhanced by globalisation - in a democratic manner has become a priority in recent years. The White Paper on Intercultural Dialogue - "Living together as equals in dignity", responds to an increasing demand to clarify how intercultural dialogue can enhance diversity while sustaining social cohesion. The White Paper that our common future depends on our ability to safeguard and develop human rights, as enshrined in the European Convention on Human Rights, democracy and the rule of law, and to promote mutual understanding and respect. It concludes that the intercultural approach offers a forward-looking model for the management of cultural diversity.

Language Policy and Conflict Prevention
Language policy can promote stability. For many individuals and groups, language is a key component of identity, and threats to it can raise tensions. Respect for linguistic rights, whilst also considering a state’s need to maintain cohesion, reduces conflict potential. The OSCE High Commissioner on National Minorities promotes functional solutions to such contentious issues, and the Oslo Recommendations regarding the Linguistic Rights of National Minorities address these challenges. This book analyses the components of a balanced legal and policy framework on language use, with a view to preventing conflict. In addition to reviewing the work of the OSCE HCNM in this area, it also draws upon the expertise of other international organisations and leading academics working in this field. Council of Europe Law
Since its foundation, the Council of Europe has established a common legal system for European states, based on democracy, the rule of law and human rights. Its standard-setting texts have helped its members meet the challenges of changing societies and now apply all over Europe given the organisation¿s unprecedented geographical enlargement since 1989. In this connection, the Council of Europe has played a key role in the accession of the new member states to the European Union. The first section of the book deals with the "constitutional" law of the Council of Europe, or its internal statutes in the broad sense. It covers the 1949 Statute, which, along with related texts, lays down the Council¿s aims and determines its membership and operating methods. The second section concerns the role played by the Council of Europe - which has always been very active in standard-setting - in the harmonisation of European states¿ domestic law. The third section situates Council of Europe law in the European context. For instance, it studies the extent to which Council of Europe conventions have been incorporated in domestic law and how Council of Europe law and European Union law co-exist.
Concerted Development of Social Cohesion Indicators
This publication contains guidance on developing a methodological framework for social cohesion indicators which can be applied at local, regional, national and European levels, covering the conceptual approach used and its practical application. It sets out the results of the main applications and trials carried out in 2003 and 2004 and how they tie in with devising a framework of action.
Prevention of Disabilities Linked to Chronic Diseases
Worldwide diseases have changed to include more chronic conditions, while the majority of current health systems continue to provide treatment and acute care rather than continuity of care. Even more dramatic changes in the health needs of the world population are anticipated, with non-communicable diseases as the leading cause of disability.This publication, drawn up by a Council of Europe Committee of Experts, proposes appropriate means of prevention aimed at reducing disabilities caused by chronic disease. Recommendations made include: the setting up of individualised programmes of psycho-social rehabilitation aimed at the full development of the person, and the adoptions of measures to promote the full integration of people with disabilities into society.

Assuring the Quality of Health Care in the European Union
People have always travelled within Europe for work and leisure, although never before with the current intensity. Now, however, they are travelling for many other reasons, including the quest for key services such as health care. Whatever the reason for travelling, one question they ask is "If I fall ill, will the health care I receive be of a high standard?" This book examines, for the first time, the systems that have been put in place in all of the European Union's 27 Member States. The picture it paints is mixed. Some have well developed systems, setting standards based on the best available evidence, monitoring the care provided, and taking action where it falls short.
