El ámbito municipal constituye el escalón básico de la acción política en cualquier sistema de gobierno y quienes la ejercen son los cargos políticos más próximos a la ciudadanía, encargados de garantizar el suministro de servicios básicos y administrar el patrimonio público. Por esa razón, las concejalas y concejales son también los políticos menos profesionalizados, que muchas veces asumen esa responsabilidad sin una preparación previa y conciliándola con su actividad laboral, sobre todo en los municipios pequeños, que son la gran mayoría en el País Vasco.
