Meeting the energy challenge

Meeting the energy challenge

There are two main energy challenges: tackling climate change by reducing carbon dioxide emissions; and ensuring clean and affordable energy as the country becomes increasingly dependent on imported fuel. These challenges have to be met against the backdrop of rising fossil fuel prices; slower than anticipated liberalisation of the EU energy markets; heightened awareness of the risk arising from remaining oil and gas reserves being concentrated in a few geographical regions; and a need for substantial new investment in power stations, the electricity grid and gas infrastructure. This White Paper sets out the Governments international and domestic strategy to address these challenges and ways to implement the Energy Review of 2006 and the 2006 Pre-Budget Report. There is a separate consultation document on nuclear power.

The White Paper sets out the Government's programme for reducing dependence on fossil fuels and increasing the amount of energy generated from renewable resources. There are four policy goals: to work towards cutting emissions of carbon dioxide by 60% by 2050; to maintain the reliability of energy supplies; to promote competitive energy markets in the UK and beyond; and to ensure that homes are adequately and affordably heated. There is an ambition to produce 20% of electricity from renewables by; 2020. This will involve spending £348m on renewable over the four years and reforming planning rules to unblock hurdles to renewable energy. A new carbon trading system will come into effect from ...

Gowers Review of Intellectual Property

This report examines the importance of intellectual property (IP), ranging from patents, copyright, design and trade marks, and whether in the age of globalization, digitization and increasing economic specialization it still creates incentives for innovation, without unduly limiting access to consumers and stifling further innovation. The report does recommend a radical overhaul of the system, with the review concentrating on three areas, and setting out the following recommendations: (i) strengthening enforcement of IP rights, whether through clamping down on piracy or trade in counterfeit goods; (ii) reducing costs of registering and litigating IP rights for businesses large and small; (iii) improving the balance and flexibility of IP rights to allow individuals, businesses and institutions to use content in ways consistent with the digital age.

Indicators for Urban and Regional Planning

This book focuses on the measurement and utilisation of quantitative indicators in the urban and regional planning fields. There has been a resurgence of academic and policy interest in using indicators to inform planning, partly in response to the current government's information intensive approach to decision-making. The content of the book falls into three broad sections: indicators usage and policy-making; methodological and conception issues; and case studies of policy indicators.

National Strategies to Harness Information Technology

The ability to harness Information Communication Technologies (ICTs) is increasingly at the heart of competitiveness and sustainable growth. As countries engage in an increasingly competitive global economy, they are trying to weave ICT into their development strategies, in the same way enterprises have learned to use ICT to transform their business models and strategies. This integration offers a new path to development that is responsive to the challenges of our times. In National Strategies to Harness Information Technology, Nagy Hanna and Peter Knight provide a framework for assessing the opportunities, challenges, and prospects for “e-transformation” and for analyzing the options an...

This book addresses the links between transport and sustainable urban development, from an analysis of the global picture to issues in transport and energy intensity, public policy and the institutional and organisational constraints on change. The central part of the book explores these links in more detail at city level, covering land use and development, economic measures, and the role that technology can play. The final part looks for inspiration from events in developing countries and the means by which we can move from the unsustainable present to a more sustainable future.

Inclusive design not only ensures that products, services, interfaces and environments are easier to use for those with special needs or limitations, but in doing so also makes them better for everyone. Design for Inclusivity, written by a team that has pioneered inclusive design practice internationally, reviews the recent social trends and pressures that have pushed this subject to the fore, and assesses design responses to date in an international context. The authors make the business case for inclusive design and explain the formalisation of the approach in standards and legislation. The text includes case studies which describe transport, product development, IT and service projects, as well as industry-university collaborative projects, and highlights lessons that have been learned. This is very much a practical book. It offers tools, techniques, guidelines and signposts for the reader to key resources, as well as including advice on research methods, and working with users and industry partners.
