Combining insights from traditional thought and practice and from contemporary political analysis, Madison's Managers presents a constitutional theory of public administration in the United States. Anthony Michael Bertelli and Laurence E. Lynn Jr. contend that managerial responsibility in American government depends on official respect for the separation of powers and a commitment to judgment, balance, rationality, and accountability in managerial practice. The authors argue that public management—administration by unelected officials of public agencies and activities based on authority delegated to them by policymakers—derives from the principles of American constitutionalism, articulat...

At the time of its initial publication, Public Administration helped to define this field of study and practice by introducing two major new emphases: an orientation toward human behavior and human relations in organizations, and an emphasis on the interaction between administration, politics, and policy. Without neglecting more traditional concerns with organization structure, Simon, Thompson, and Smithburg viewed administration in its behavioral and political contexts. The viewpoints they express still are at the center of public administration's concerns.

This widely praised work provides a framework for the many voices calling for the reaffirmation of democratic values, citizenship, and service in the public interest. The expanded edition includes an all-new chapter that addresses the practical issues of applying these ideals in actual, real-life situations. "The New Public Service, Expanded Edition" is organized around a set of seven core principles: serve citizens, not customers; seek the public interest; value citizenship and public service above entrepreneurship; think strategically, act democratically; recognize that accountability isn't simple; serve, rather than steer; and value people, not just productivity. The book asks us to think...

Contracting Out for Human Services

Contracting out for services has become a popular technique in government's perennial quest to cut spending. Yet seldom has the practice been examined from any but the public choice approach. This book explores contracting out in the important area of human services, covering the critical conditions of contracting and the vital points of politics, procedures, service quality, and effectiveness. In doing so, DeHoog uses three theoretical perspectives drawn from social science traditions: the economic perspective of market imperfections, the political perspective of cooptation, and the interdisciplinary perspective of organizational decision-making. To evaluate the perspectives and their predictions in the human services, DeHoog has examined contracting in social services (Title XX) and employment and training programs, (CETA), primarily through in-depth interviews with participants.
