Der Autor stellt ausführlich die Geschichte der Individualisierung im Sozialrecht der Nachkriegszeit dar. Dabei greift er auf unveröffentlichtes Material aus der Entstehungsgeschichte des SGB IX zurück. Das Wunsch- und Wahlrecht wird unter den Gesichtspunkten der Grundrechte, des Leistungs- und Leistungserbrinungsrechts, verfahrensrechtlicher Vorschriften unter Einbeziehung über- und zwischenstaatlichen Rechts beleuchtet. Besondere Berücksichtigung findet dabei, dass zwischen Verwaltung und Versichertem eine Partnerschaft und kein Subordinationsverhältnis bestehen soll. In einem Ausblick werden konkrete Anlehnungen an das Zivil-, Verbraucherschutz- und Genossenschaftsrecht sowie Modifizierungen im Verfahrens- und materiellen Recht diskutiert und vorgeschlagen.
