FAO/WHO Framework for the Provision of Scientific Advice on Food Safety and Nutrition

This framework document describes the principles, practices and procedures currently applied by FAO and WHO for the provision of scientific advice through the Joint FAO/WHO Expert Committee on Food Additives, the Joint FAO/WHO Meetings on Pesticide Residues, the Joint FAO/WHO Expert Meetings on Microbiological Risk Assessment, the Joint FAO/WHO Expert Meetings on Pesticide Specifications, the Joint FAO/WHO Expert Meeting on Nutrition and ad hoc expert consultations and meetings organized in response to specific ad hoc requests or emergency situations. It has been prepared to enhance the transparency of the processes and procedures used by FAO and WHO to deliver scientific advice in food safety and nutrition. The framework continues to be reviewed periodically and amended as appropriate, to take account of new developments and procedures as part of the process to continually improve the provision of scientific advice.

This document contains food additive specification monographs, analytical methods, and other information prepared at the eighty-seventh meeting of the Joint FAO/WHO Expert Committee on Food Additives (JECFA), which was held in Rome, 4–13 June 2019. The tasks before the Committee were (a) to elaborate principles governing the evaluation of food additives, (b) to undertake safety evaluations of certain food additives, (c) to review and prepare specifications for certain food additives and (d) to establish specifications for certain flavouring agents. The Committee evaluated the safety of six food additives (including one group of food additives) and revised the specifications for five other food additives (including one group of food additives) and nine flavouring agents. This publication contains information that is useful to all those who work with or are interested in food additives and their safe use in food.

This document contains food additive specification monographs, analytical methods, and other information prepared at the eighty-ninth meeting of the Joint FAO/WHO Expert Committee on Food Additives (JECFA), which was held virtually on an online platform from 1 – 12 June 2020, due to travel restrictions and lock-downs caused by the COVID-19 pandemic. The Committee evaluated the safety of six food additives, conducted an exposure assessment for one group of food additives, and revised the specifications for three other food additives (including one group). The Committee also evaluated the safety of two groups of flavoring agents and revised the specifications for 12 flavoring agents. Tentative specifications were prepared for three, as the safety evaluations were not completed.

The significance of industrial processing for the nature of food and the state of human health - and in particular the techniques and ingredients developed by modern food science and technology - is generally underestimated. This is evident in both national and international policies and strategies designed to improve populations' nutrition and health. This manual provides the standard process, unified requirements and procedures, harmonized definitions and nomenclature, technical guidelines and standards applicable to microbial pesticides for use in agriculture and public health. FAO and WHO specifications for microbial pesticides based on this manual are developed through the FAO/WHO Joint Meeting on Pesticide Specifications (JMPS) and published on the web sites of the two organizations.

The Codex Alimentarius is a collection of international food standards that have been adopted by the Codex Alimentarius Commission. Such standards cover all the main foods and also material used in the further processing of food. Codex provisions concern the hygienic and nutritional; quality of food, including microbiological norms, food additives, pesticides and veterinary drug residues, contaminants, labelling and presentation, and methods of sampling and risk analysis. The Codex Alimentarius can safely claim to be the most important international reference point in matters concerning food quality. Report of the 15th FAO/WHO Joint Meeting on Pesticide Management

The 15th FAO/WHO Joint Meeting on Pesticide Management (JMPM), hosted by the Food and Agriculture Organization of the United Nations (FAO), was held on 15−18 November 2022 at the FAO headquarters in Rome. It was a hybrid meeting in which participants joined either physically or virtually. The meeting agenda included the following items: summary of developments and actions taken after the previous (14th) JMPM (14−15 October 2021); review of actions and recommendations from the 14th meeting; review of new guidance documents under development; revision of existing guidelines or guidance; planning development of new guidance documents and review of existing guidelines and related issues; emerging and priority issues in pesticide management, including gaps, challenges and future directions of FAO and the World Health Organization (WHO); revision of the International Code of Conduct on Pesticide Management (“the Code of Conduct”); and any other issues. The recommendations of the JMPM are presented in section 13 of this report.
