Colombian Agency and the making of US Foreign Policy

This book studies a significant event in US relations with Latin America, shedding light on the role of dependent states and their foreign policy agency in the process by which local concerns become intertwined with the dominant state’s foreign policy. Plan Colombia was a large-scale foreign aid programme through which the US intervened in the internal affairs of Colombia, by invitation. It proved to be one of the major successes of US foreign policy, and has been credited with stemming a potentially catastrophic security failure of the Colombian state. This book discusses the strategies and practices deployed by the Colombian government to influence US foreign policy decision making at th...

A Billion Lives

Called "the world's conscience" and one of the 100 most influential people of our time by Time magazine, Jan Egeland has been the public face of the United Nations. As Undersecretary-General for Humanitarian Affairs, he was in charge of the Office for the Coordination of Humanitarian Affairs (OCHA) for three and a half years. One of the bravest and most adventuresome figures on the international scene, Egeland takes us to the frontlines of war and chaos in Iraq, to scenes of ethnic cleansing in Darfur, to the ground zeroes of famine, earthquakes, and tsunamis. He challenges the first world to act. A Billion Lives is his on-the-ground account of his work in the most dangerous places in the wo...

This study demonstrates the extensive protection that international law provides to human rights even in the most serious of emergencies when they are particularly vulnerable. Based on a meticulous analysis of preparatory works and practice under the International Covenant on Civil and Political Rights, as well as the American and European Conventions on Human Rights, and with a special chapter on the International Labour Organisation's approach to international labour standards and emergencies, this book shows that respect for the rule of law and the concept of a democratic society are controlling parameters in any valid limitation on the enjoyment of human rights. It further shows that respect for human rights and the operation of institutions such as the Legislature and Judiciary are crucial to enabling societies to address and eventually remedy the root causes of emergency situations. The study recommends possible directions for the development of case law and suggests some practical means to help ensure that international legal requirements are in fact respected in emergencies.

"This book is a case study of my nine-year practice as the first Chief Prosecutor of the International Criminal Court (ICC). It presents the functioning of the autonomous criminal justice system created by the Rome Statute. The book depicts the Rome Statute operations, its interaction with the War on Terror, and their relationship with national legal systems and the UN Security Council. It comments on regional organizations, including the mechanisms to protect human rights established during the fifties in Europe, after in the Americas, and more recently in Africa"--

In recent years several Latin American countries have adopted a more assertive and autonomous stance in their foreign policy. The growing rejection of neo-liberalism as an ideological dogma seems to have given space to more pragmatic stances in favour of national interests.
