The purpose of this handbook is to provide general information on the roles, responsibilities, key legislation, & processes followed in Newfoundland & Labrador under the parliamentary system of government with respect to financial management practices. It begins with answers to frequently asked questions about government financial management and excerpts from the Financial Administration Act. It then presents chapters on the roles of various parties under the Act & other related acts, the preparation of the financial plan (budget & estimates), and expenditure & revenue responsibilities. Includes glossary. Appendices contain: the Office of the Comptroller General's financial administration handbook; information on the estimates process & budget process; and an overview of the authority for expenditure & payment.

The Estimates represent the financial plan of the Province presented by the government to the House of Assembly for the fiscal year commencing April 1. It outlines the estimated expenditures and revenues for the year and reflects the policies, programs and priorities of the government in the form of a financial plan structured within the framework of the Chart of Accounts. It also presents a revised forecast for the previous fiscal year for comparative purposes, as well as the previous year's budgeted figures.
