"Le présent rapport fait le constat d'un affaiblissement de l'influence de la France dans l'Union européenne. Quatre facteurs principaux sont avancés par les auteurs : les élargissements successifs à l'Est, qui ont contribué à éloigner la France du coeur de l'Europe ; les difficultés de la France à moderniser son économie et à respecter ses engagements budgétaires, qui ont diminué sa crédibilité sur la scène européenne ; la faiblesse de la France au Parlement européen, accentuée par le résultat des dernières élections, alors que, parallèlement, les pouvoirs du Parlement européen n'ont cessé de s'accroître au fil des traités ; la faible lisibilité de la vision que porte aujourd'hui la France pour l'Europe de demain. Pour inverser cette tendance, les auteurs estiment que la France doit faire de l'Europe une véritable priorité politique, et l'accompagner d'une nouvelle stratégie d'influence."--Editeur.

La révision constitutionnelle du 23 juillet 2008 a constitué un tournant décisif, en donnant une nouvelle impulsion à l’européanisation de notre institution.
