Recently, there have been questions about geo-engineering (GE) -- large-scale deliberate interventions in the earth's climate system to diminish climate change. Most GE proposals fall into two approaches: solar radiation management, which offset temp. increases by reflecting a small percentage of the sun's light back into space; and carbon dioxide removal, which removes carbon dioxide from the atmosphere. This testimony focuses on: (1) the state of the science regarding GE approaches and their effects; (2) fed. involvement in GE activities; and (3) the views of experts about the extent to which fed. laws and internat. agree. apply to GE.

In FY 2008, the Dept. of the Interior collected over $22 billion in royalties and other fees related to oil and gas. Within Interior, the Bureau of Land Mgmt. manages onshore fed. oil and gas leases, and the Minerals Mgmt. Service¿s (MMS) manages offshore leases. A fed. lease gives the lessee rights to explore for and develop the lease¿s oil and gas resources. MMS is responsible for collecting royalties for oil and gas produced from both onshore and offshore leases. This report focus on Interior¿s: (1) policies for oil and gas leasing; (2) oversight of oil and gas production; (3) royalty regime and policies to boost oil and gas development; (4) oil and gas information technology systems; and (5) royalty-in-kind program. Companies that develop and produce oil and gas from fed. lands and waters are required to report their production volumes and other data to the Minerals Mgmt. Service (MMS) and to pay royalties either in value (cash) or in kind (oil or gas). In FY 2008, MMS estimated that it had collected more than $2.4 billion in royalty-in-kind (RIK) gas. It is important that MMS ensure that it receives the RIK gas to which it is entitled. The difference between the RIK gas owed -- MMS's entitled percentage of gas -- and the percentage it actually receives is referred to as a "gas imbalance." This report evaluates the extent to which MMS can provide reasonable assurance that it is accurately identifying and collecting RIK gas imbalances in a timely fashion. Illustrations.
