National Critical Functions (NCFs) are government and private-sector functions so vital that their disruption would debilitate security, the economy, public health, or safety. Researchers developed a risk management framework to assess and manage the risk that climate change poses to the NCFs and use the framework to assess 27 priority NCFs. This report details the risk assessment portions of the framework.
This book provides research that shows tropical cyclones are more powerful than in the past with the most dramatic increases occurring over the North Atlantic and with the strongest hurricanes. Although such increases are correlated with warming oceans and are consistent with the thermodynamic theory of hurricane intensity, there remains doubt about the interpretation, integrity, and meaning of these results. At the center of what was once the tallgrass prairie, Iowa has stood out for clearing the land and becoming one of the most productive agricultural states in the nation. But its success is challenged by multiple issues including but not limited to a decline in union representation of meatpacking workers; lack of demographic diversity; the advent of job-replacing mechanization; growing income inequality; negative contributions to and effects of climate change and environmental hazards. To become green, fair, and prosperous, Connerly argues that Iowa must reckon with its past and the fact that its farm economy continues to pollute waterways, while remaining utterly unprepared for climate change. Iowa must recognize ways in which it can bolster its residents’ standard of living and move away from its demographic tradition of whiteness. This book focuses on two major challenges in the climate sciences: 1) to describe the decadal-to-centennial variations in instrumental and proxy records; and 2) to distinguish between anthropogenic variations and natural variability. The National Taiwan University invited some of the world's leading experts across the areas of observational analysis, mathematical theory, and modeling to discuss these two issues. The outcome of the meeting is the 23 chapters in this book that review the state of the art in theoretical, observational and modeling research on internal, unforced and externally forced climate variability.
