Political Power and Economic Policy

This book analyzes the links between political economics, governance structures and the distribution of political power in economic policy making. The book theoretically explains and empirically quantifies these interactions. The analysis includes both public good policies and redistributive policies. Part I of the book presents the conceptual foundations of political-economic bargaining and interest group analysis. After presenting the underlying theory, Part II of the book examines ideology, prescription and political power coefficients; Part III analyzes a number of specific structures; and Part IV presents a framework for political econometrics with a number of empirical applications and testable hypotheses. In all four parts of the book, four analytical dimensions of public policy are distinguished: governance structures, political economy, mechanism design and incidence.

In this chapter we compute measures of total factor productivity (TFP) growth for developing countries and then contrast TFP growth with technological capital indexes. In developing these indexes, we incorporate schooling capital to yield two new indexes: Invention-Innovation Capital and Technology Mastery. We find that TFP performance is strongly related to technological capital and that technological capital is required for TFP and cost reduction growth. Investments in technological capital require long-term (20- to 40-year) investments, which are typically made by governments and aid agencies and are the only viable escape route from mass poverty.

The Political Economy of Iraq

The second edition of The Political Economy of Iraq is as comprehensive and accessible as the first with updated data and analysis. Frank R. Gunter discusses in detail how the convergence of the ISIS insurgency, collapse in oil prices, and massive youth unemployment produced a serious political crisis in 2020. This work ends with a discussion of key policy decisions that will determine Iraq’s future. This volume will be a valuable resource for anyone with a professional, business, or academic interest in the post-2003 political economy of Iraq.

The Logic of Economic Reform in Russia

The Logic of Economic Reform in Russia

This book examines the failure of economic reform in Russia since 1991, when Boris Yeltsin proclaimed his commitment to economic stabilization, privatization, and price liberalization. Optimism over Russia¡¯s market reforms vanished with the crash of August 1998, when the ruble lost over 70 percent of its value and banks defaulted on their debts and forward currency contracts. Contrary to Yeltsin¡¯s reform promises, the Russian economy of the 1990s more closely resembled a Soviet model than a market-driven one. The Logic of Economic Reform in Russia illuminates the general problems of establishing market economies in settings where the institutional system to support the market has not had decades to develop. Suggesting that corruption may be associated with growth in the early stages of capitalism, Jerry F. Hough argues that the disappointing results of Yeltsin¡¯s reform efforts were not the product of Russian culture or history, but the logical consequences of rational men responding to the incentive system created by economic reform.

The Field of Public Economics has been changing rapidly in recent years, and the sixteen chapters contained in this Handbook survey many of the new developments. As a field, Public Economics is defined by its objectives rather than its techniques and much of what is new is the application of modern methods of economic theory and econometrics to problems that have been addressed by economists for over two hundred years. More generally, the discussion of public finance issues also involves elements of political science, finance and philosophy. These connections are evidence in several of the chapters that follow. Public Economics is the positive and normative study of government's effect on th...

Life on earth is facing unprecedented challenges from global warming, war, and mass extinctions. The plight of seeds is a less visible but no less fundamental threat to our survival. Seeds are at the heart of the planet's life-support systems. Their power to regenerate and adapt are essential to maintaining our food supply and our ability to cope with a changing climate. In Uncertain Peril, environmental journalist Claire Hope Cummings exposes the stories behind the rise of industrial agriculture and plant biotechnology, the fall of public interest science, and the folly of patenting seeds. She examines how farming communities are coping with declining water, soil, and fossil fuels, as well ...
