Regional Accountability

This report from the Select Committee on Modernisation of the House of Commons (HCP 282, session 2007-08, ISBN 9780215521675), focuses on regional accountability. The Governance of Britain Green Paper (Cm. 7170, ISBN 9780101717021) put forward proposals for improved democractic accountability and scrutiny of the delivery of public services in the English regions. The Committee, in this report, has concluded that there is clear evidence of an accountability gap at regional level. Regional Development Agencies (RDAs), although accountable to ministers, still conduct many activities that are not subject to a regular, robust scrutiny, and the Committee believes more should be done to monitor the...

House of Commons - Home Affairs Committee: Leadership and Standards in the Police: Follow-Up - HC 756-I

  • Categories: Law

The Home Affairs Committee has criticised evidence given by both the officers subject to the disciplinary investigation and their Chief Constables. The individual officers gave evidence which the Committee found to be misleading, possibly deliberately so, and lacking in credibility. The Committee has decided to recall both Sergeant Jones and DS Hinton, next Tuesday 5th November 2013, to apologise for misleading it and has reserved the right to recall Inspector MacKaill should it be found that he too has misled the Committee. Both DS Hinton and Sgt Jones have been referred to the IPCC. The apologies given by Chief Constable Shaw (West Mercia), Sims (West Midlands) and Parker (Warwickshire) we...

Regional Development Agencies and the Local Democracy, Economic Development and Construction Bill: Report, together with formal minutes

The Local Democracy, Economic Development and Construction Bill proposes substantial changes to the way that economic development policies are delivered. The four main proposals relating to economic development are: merging the existing regional economic and spatial strategies into a single integrated regional strategy, with local authorities and regional development agencies (RDAs) being jointly responsible for its drafting and agreement; giving local authorities the duty to undertake an economic assessment of their areas; devolving funding to local authorities to enable them, rather than RDAs, to deliver economic development policies; and encouraging collaboration between local authorities...

High speed rail

The Transport Committee believes there is a good case for a high speed rail network, linking London and the major cities of the Midlands, the North and Scotland. But the Government must firmly commit to the Y network (to Leeds and Manchester) before seeking parliamentary approval for HS2. If it decides to go ahead with HS2, it should publish a summary of the financial case showing how the project is affordable alongside sustained investment in the classic network. A full assessment of the case for building from north to south should be carried out. The disputed travel time savings should be addressed in an updated economic case. The Committee is concerned that the Government is developing se...
