Sir Christopher Rose, the Chief Surveillance Commissioner, was asked to conduct a fact-finding investigation into the circumstances in which, on two occasions, Sadiq Khan met Babar Ahmad at HM Prison Woodhill where the latter was in custody, and to establish whether the visits were subject to any form of surveillance. Sir Christopher finds that the conversations between the two on 21 May 2005 and 24 June 2006 were monitored. The monitoring was carried out lawfully under the legislation, and was properly authorised and fully documented.
