Buku ini merupakan wujud akhir dari rangkaian proses yang diawali oleh kegiatan seminar. Seminar dengan tajuk “Pemulihan Ekonomi Jawa Barat” telah dilaksanakan pada tanggal 14 September 2002 yang membahas sebagian makalah-makalah yang kami sajikan ke dalam bagian pertama dan kedua yaitu ekonomi makro dan sektoral Jawa Barat. Sedangkan makalah-makalah yang terhimpun pada bagian ketiga memfokuskan pembahasan tentang kewirausahaan dan KUKM (Koperasi dan Usaha Kecil Menengah). Tulisan-tulisan pada bagian ini telah pula dipresentasikan pada seminar yang kedua dengan tema “Prospek Perekonomian dan Kewirausahaan Jawa Barat” pada tanggal 20 Februari 2003. Effects of Including Agricultural Products in the Customs Union Between Turkey and the EU

The inclusion of agricultural products in the current customs union is one of the potential future steps on the road to further political and economic integration between Turkey and the EU. This book examines the effects of such integration of agricultural markets on the Turkish agricultural sector as well as on consumers and the Turkish budget. Results are compared to alternative options for Turkish agricultural policy. To this aim, a detailed partial equilibrium model of the Turkish agricultural sector is developed. The complete liberalization of the agricultural sector is found to lead to significant welfare gains compared to the maintenance of current policies. It appears that including agricultural products in the customs union results in similar results with few but significant exemptions.

Government Expenditure and Economic Growth

This paper examines the empirical evidence on the contribution that government and, in particular, capital expenditure make to the growth performance of a sample of developing countries. Using the Denison growth accounting approach, this study finds that social expenditures may have a significant impact on growth in the short run, but infrastructure expenditures may have little influence. While current expenditures for directly productive purposes may exert a positive influence, capital expenditure in these sectors appears to exert a negative influence. Experiments with other explanatory variables confirm the importance of the growth of exports to the overall growth rate.

Economic Growth and Government Spending in Saudi Arabia

This paper empirically examines the effects of different types of government expenditures, on economic growth in Saudi Arabia. We use different econometric techniques to estimate the short- and long-run effects of these expenditures on growth and employ annual data over the period 1969-2010. Our findings indicate that while private domestic and public investments, as well as healthcare expenditure, stimulate growth in the long-run, openness to trade and spending in the housing sector can also boost short-run production. These findings draw some policy implications for Saudi policymakers on maximizing the returns of the government spending on economic growth.

Globalization, Growth, and Poverty

Globalization - the growing integration of economies and societies around the world, is a complex process. The focus of this research is the impact of economic integration on developing countries and especially the poor people living in these countries. Whether economic integration supports poverty reduction and how it can do so more effectively are key questions asked. The research yields 3 main findings with bearings on current policy debates about globalization. Firstly, poor countries with some 3 billion people have broken into the global market for manufactures and services, and this successful integration has generally supported poverty reduction. Secondly, inclusion both across countries and within them is important as a number of countries (pop. 2 billion) are failing as states, trading less and less, and becoming marginal to the world economy. Thirdly, standardization or homogenization is a concern - will economic integration lead to cultural or institutional homogenization?
