Despite India’s record of rapid economic growth and poverty reduction over recent decades, rising inequality in the country has been a subject of concern among policy makers, academics, and activists alike. Poverty and Social Exclusion in India focuses on social exclusion, which has its roots in India’s historical divisions along lines of caste, tribe, and the excluded sex, that is, women. These inequalities are more structural in nature and have kept entire groups trapped, unable to take advantage of opportunities that economic growth offers. Culturally rooted systems perpetuate inequality, and, rather than a culture of poverty that afflicts disadvantaged groups, it is, in fact, these inequality traps that prevent these groups from breaking out. Combining rigorous quantitative research with a discussion of these underlying processes, this book finds that exclusion can be explained by inequality in opportunities, inequality in access to markets, and inequality in voice and agency. The promulgation of the Government of India Act of 1935 not only reinforced the phenomenon of separate electorates on the basis of religion but led to a dramatic change in the nature of communalism in the Indian subcontinent. This is the story of how the different political forces in Uttar Pradesh the Congress, the Muslim League, the landlords and the Hindu Mahasabha responded to the new context, and how they strove to establish control over the available political space. The book focuses on the emergence of a mullah in Waziristan who challenges the state. A religious leader's challenge of the state is not new; but contemporary Muslim society's widespread concern over these conflicts reveals that the influence of religion in a traditional society undergoing modernization is greater than many scholars have assumed. The author identifies three types of leaders: traditional leaders, usually elders; representatives of the established state authority; and religious functionaries. From this analysis he constructs an 'Islamic district paradigm,' which he uses not only in making sense of contemporary Muslim society, but also in understanding some aspects of the legacy of the colonial encounter.
