This is the second report of the Shipman Inquiry, set up to investigate the circumstances surrounding the murders of over 200 patients by their GP, Dr. Harold Shipman. It focuses on the investigation conducted by the Greater Manchester Police in March-April 1998, five months before Shipman was arrested, which failed to uncover any evidence of wrongdoing.
